Beograd, 7. jul 2021. godine – Ministarstvo državne uprave i lokalne samouprave, Ministarstvo za evropske integracije i GIZ u ime Nemačko-srpske razvojne saradnje potpisali su Sporazum o sprovođenju projekta „Podrška reformi javne uprave u procesu pristupanja Evropskoj uniji“.
Sporazum su potpisali resorni ministri Marija Obradović i Jadranka Joksimović i ispred GIZ-a, vođa projekta Štefan Hajek u prisustvu ambasadora Nemačke u Srbiji Tomasa Šiba.
Ministri Obradović i Joksimović i ambasador Šib poručili su da potpisivanje ovog sporazuma predstavlja nastavak uspešne saradnje Srbije i Nemačke u procesu reforme javne uprave i podrške evropskim integracijama.
„Podrška Nemačke je od izuzetne važnosti za ostvarivanje vizije nove Strategije reforme javne uprave od 2020. do 2030. godine, a to je Uprava po meri svih nas i cilja Ministarstva državne uprave i lokalne samouprave da Srbiju učini modernom državom, državom u kojoj su građani zadovoljni pruženim uslugama i koja je servis svakog građanina i čitave privrede“, poručila je Marija Obradović, ministar državne uprave i lokalne samouprave.
Ministar za evropske integracije Jadranka Joksimović je izrazila zadovoljstvo zbog potpisivanja Sporazuma ističući da se time nastavlja uspešan projekat, kojim je Nemačka pokazala da smatra Srbiju važnim partnerom ne samo u bilateralnim odnosima, već i kao ozbiljnog kandidata za članstvo u Evropskoj uniji (EU) dajući i na ovaj način podršku našim pristupnim pregovorima.
“Verujem da su dosadašnji rezultati koje smo ostvarili ovim projektom uverili nemačku Vladu da nam do kraja godine pruži i dodatnu podršku za nastavak pristupnog procesa i za još konkretnije i vidljivije korake na evropskom putu Srbije, u skladu sa principima nove metodologije“, navela je Joksimović.
Ambasador Nemačke u Srbiji Tomas Šib izjavio je da je danas potpisani sporazum simbol trajne nemačke podrške Srbiji na putu ka EU. Posebnu ulogu pri tome imaju sasvim konkretne reforme u oblasti vladavine prava, kao i reforma javne uprave. Od moderne i efikasne javne uprave, koja je orijentisana na potrebe građana, korist imaju prvenstveno građani i građanke Srbije i domaća privreda, zaključio je Šib.
Projekat „Podrška reformi javne uprave u procesu pristupanja Evropskoj uniji“ ima težište na unapređenju kvaliteta i dostupnosti usluga za građane i privredu, kako na nacionalnom, tako i na lokalnom nivou, a između ostalog podrazumeva i primenu inovativnih pristupa u kreiranju i pružanju usluga, kao i njihovu standardizaciju kroz uspostavljanje jedinstvenih upravnih mesta.
Preduslov dobre uprave je njena dalja profesionalizacija putem jačanja kapaciteta državnih službenika i primenu okvira kompetencija, dok se proces pristupanja Evropskoj uniji jača kroz podršku pregovaračkim klasterima i strukturama uspostavljenim za koordinaciju ovog procesa.
Continuation of support for public administration reform in Serbia
Belgrade, July 7, 2021 – The Ministry of Public Administration and Local Self-Government (MPALSG), the Ministry of European Integration and GIZ on behalf of the German-Serbian Development Cooperation signed an implementation agreement for the project „Support to Public Administration Reform in the EU Accession Process“.
The agreement was signed by line Ministers Marija Obradović and Jadranka Joksimović together with Project Leader Stephan Heieck on behalf of GIZ, in the presence of the Ambassador of Germany to Serbia, Thomas Schieb. Ministers Obradović and Joksimović and Ambassador Schieb stated that the signing of this agreement represents the continuation of a successful cooperation between Serbia and Germany in public administration reform and European integrations.
„Germany’s support is extremely important for achieving the vision of the new Public Administration Reform Strategy from 2020 to 2030: Public Administration tailored to citizens’ needs. Moreover, it supports the goal of the MPALSG to make Serbia a modern state, a state in which citizens are satisfied with public services and which acts as a service for every citizen and the entire economy”, said Marija Obradovic, Minister of Public Administration and Local Self-Government.
Minister of European Integration Jadranka Joksimović expressed satisfaction with the signing of the agreement, emphasizing that it is a continuation of a successful project, by which Germany has shown that it considers Serbia an important partner not only bilaterally, but also as a serious candidate for the EU membership and in doing so, it supports Serbia’s accession negotiations.
„I believe that the results we have achieved so far with this project have convinced the German government to provide us with additional support by the end of the year for the continuation of the accession process and for more concrete and visible steps on Serbia’s European path, in accordance with the principles of the new methodology“, said Joksimović.
German Ambassador to Serbia Thomas Schieb stated that the agreement signed today represents a symbol of the continuous German support to Serbia on its path to the EU. An important role in this process play very concrete reforms in the rule of law and public administration. Modern and efficient public administration, which is oriented to citizens’ needs, primarily benefits the citizens of Serbia and domestic economy, concluded Schieb.
The project „Support to Public Administration Reform in the EU Accession Process“ focuses on improving the quality and availability of services for citizens and economy, both nationally and locally. It supports the usage of innovative approaches in creating and providing services and their standardization through the establishment of single administrative points.
A prerequisite for good governance is its further professionalization through capacity building of civil servants and the application of competency frameworks, while the process of accession to the EU is strengthened through support to negotiating clusters and structures established to coordinate this process.
